Can you pay the equip cost at any time, or only when you are putting the card into play?

The equip cost can be paid anytime you could play a sorcery.

Does anyone know if you can attach it to a Soldier played by an opponent?

This card does a great job, tribal equipment rocks.
With Ballyrush Banneret or Daru Warchief this card can be played for 1 or even no mana at all,
and you won't have to pay the equip cost most of the time.
Enlistment Officer will let you put this card into your hand.
The type itself synergizes with Auriok Steelshaper, Taj-Nar Swordsmith and Leonin Shikari,
the effect in a defensive way with Kjeldoran Royal Guard, Weathered Bodyguards, Ironfist Crusher, Palace Guard or Thoughtweft Trio.
And of course the effect is completely awesome on just any attacker, you get some sort of piledriver after all.

@TPmanW the effects don't last the whole time. In other words, once a creature is unequipped it no longer gets the bonus from that equipment. If you unequip it and put it onto one of the tokens the Hero will simply stay a 3/4 (unless you have OTHER enchants and equips STILL attached to it). Of course you also have to remember on a card that says when a creature ATTACKS or BLOCKS means that when the attackers/blockers are declared. The tokens won't trigger this event which would make it pointless to put the equip onto them anyway. If you are running a white deck and want something to run along side your combo a really really good option with this card is mistmeadow skulk. This means no large creatures that have a cc of 3 or more can block the mistmeadow and you can normally get a nice attack in. Hope this helps and see ya.

I've been experimenting with this and Hero of Bladehold. Put this on a creature the turn before you swing with the hero. When Hero of Bladehold makes it's token move the equipment over and both creatures get the bonus until end of turn. With the hero, it's tokens and the original creature swinging it's a guaranteed +4/+4 minimum bonus to two separate creatures.

Attacking with a few 1/1's and a Preeminent Captain with this on the battlefield gets silly real quick.

Looks like fun with Accorder Paladin and kin. The problem with the paladin is always that he died the first time you attacked with him, and this makes that a more challenging prospect. Not a soldier, but there's few cards more synergistic.
