I have a question regarding this card. If I use this card during my opponet's upkeep step and tap his mana, can he play a spell before my ability resolves?

He could in response draw all the mana from his lands, which would last until the end of his upkeep. So yes, he can play spells, but only at instant speed, or if he drops a land later in his main phase.

I am putting one of these into my Plow Under tempo deck. Should be effective when I do draw it.

This works well in a LD-deck, because you can force them to use their mana during their turn so that they cannot response to your LD or bounce spells.

Look, it's the anti-Candelabra of Tawnos!

This is super powerful.
Not only does it lock out their mana,
it can actually make crap cards like Psychic Venom and Kudzu (slightly) useful.

Very cool artifact- I'm surprised this wasn't in Planar Chaos,
given how it's a "twisted" Candelabra.

The best card in my Rosheen Meanderer EDH. Ramp a ton, play this, and then nobody has lands to use.

This was a one-of in my Elf ramp deck. It was great against certain control decks, but in the end it got cut for Winter Orb, even though the Orb is symmetrical, it doesn't really bother me because the majority of my mana comes from creatures, and still prevents my opponent from using wrath/counters when timed right. Regardless both cards are great at making people want to punch you, so this is a 5/5 in my book.

Great opponent lockdown tool!
Step1: Get some some ramped mana/mana rocks and/or Kismet in play.
Step2: Cast Mana Web. It works great with any multicolored lands like Shimmering Grotto, and EXTRA FUN with Urborg, Tomb of Yawgmoth in play.
Step 3: Cast Mishra's Helix. Fun times! Tap all of their mana for cheap!
Step 4: Cast Eon Hub. From now on, tap all of his/her lands during draw step. There's no upkeep step now, so all your opponent will be able to do is play instants during their draw step, and play one tapped land. A good solution to prevent those instants so there's NOTHING that they can do is to also play Shell of the Last Kappa and/or Witchbane Orb or Privileged Positionto make you and your permanents keep the lock.
Never get invited back.
