strictly worse than fire whip however, the tap ability given doesnt evade summoning sickness like the red version does.

No, you cannot. While you control the enchantment, the creature is controlled by the opponent. Thus you cannot make the creature tap to give damage.

A card of one color cannot be "strictly better" than a card of another color because they aren't directly comparable. While this is better than red enchantments that do similar things, you wouldn't advise a mono-red player to run this instead of his red enchantments.

This is identical to Power of Fire, but the fact that it's off-color makes it slightly more useful. That doesn't make it strictly better. It's still a pretty solid card.

If you put this on a prodigal sorcerer is that legal? Would it deal 2 points of damage then?

It seems to me that it would certainly be legal to enchant your Tim with this, but since it already has the ability, it wouldn't do anything. Except summon Xzibit, perhaps.

@SleetFox: Off color? No it isn't. Back when they were still determining where things fit on the color pie, blue got everything tricky. Many pingers are blue, and all are old.

Seems like a great enabler for the creatures with the untap abilities. The problem with those guys was that you usually had to attack with them to get them tapped and let you use the ability, but they were usually too small to do that without them being blocked by something bigger. So this lets you tap them to enable the ability while also pinging, then untap them for their other ability, over and over again until you run out of mana. These are the kinds of things that make a Johnny smile.
