can you enchant an opponents creature with this and use it to ping itself or others?

No. Notice it says "Enchanted creature has..." The creature basically gains a pinging ability, and only a creature's controller can activate abilities on creatures he or she controls unless explicitly stated otherwise (Feral Hydra, for example). You control the aura, not the creature. Now, if it said "tap this card and the creature it enchants" then it would work that way. But as it is, no.
By itself just for the ability its much more efficient to run a 3 drop pinger which blue has, that way your not spending 2 cards to get a ping. But of course this card is ment to go on any creature that can untap or has a deals Damage (not combat damage) to a player effect.

Functional reprint of Hermetic Study. In case you're looking for the same thing in red, try Power of Fire. (It could be considered a planeshifted version.)
In that case, you probably want to run Fire Whip instead, which can also be sacrificed for 1 damage. It can only be cast on your creatures, but it's not like you were planning on making one of your opponent's creature a pinger anyways.

Hermetic Study / Psionic Gift + Sigil of Sleep + Horseshoe Crab can easily keep your opponent's board clear of creatures, so long as they don't have shroud.
