2.5/5. This card costs way too much for way too little. If it was blue, you could at least use it with effects like Prodigal Sorcerer (Roo***er Hunter is in this set). The fact this card messes up your creatures too just makes it even worse. It is nice in Pestilence type decks with lots of creatures with Pro Black...but those decks weren't even that good around this time (and this was the only time you could reasonably play one). It does let you wipe the field again and again with Evincar's Justice though. Stops regeneration too.

It's decent, lets you board wipe every turn with Festering Evil or Noxious Field. Still, those would be too slow for anything other than casual or EDH.
The obvious pairing here is Æther Flash, and just fill your deck with pro-red critters and pingers.

Play Ronin Cliffrider and then this next turn. Cliffrider will attack, deal 1 damage to each creature on the opposite side of the board, and hit the undefended opponent along with whatever else is attacking, leaving a mana open for a lightning bolt or something. Use burn and a pinger to deal with annoyances before it gets online for complete B/R control.
