No. Phage's ability is triggered. You'd need something like stifle.

Squelch is, in fact, a word. It refers to suppressing noise in radio communications, and this card's function is to suppress an ability, so it fits. Sac land probably make the best targets...

Currently rated 3.800... too low in my opinion. Can absolutely ruin your opponent's plan, even more than a Counterspell, and this replaces itself too

This is actually more powerful now than when it was printed. Because there are so many Planeswalkers now, this is an effective means of countering an ultimate and drawing a card to boot. This is especially advantageous when an opponent doesn't want to wait, and spends all loyalty.

It's odd that this and Trickbind don't see Modern play. I mean, Fetchlands run rampant (thus their $35-$50 pricetag), and there's this odd deck strategy called... what is it? Sputterpin? Wiltertwin? Splinterwin?
Whatever it is, it's based around activated abilities.

The biggest reason this card doesn't see play in modern like Stifle does in Legacy is because this doesn't counter triggered abilities as well as activated abilities.

Some other cards that may be played in Modern that would get screwed are Fulminator Mage, Grim Lavamancer, Isochron Scepter, Qasali Pridemage, Celestial Colonnade, Figure of Destiny, Liliana of the Veil, Lotus Bloom, any Transmute spell like Muddle the Mixture, Deathrite Shaman, Mangara of Corondor, Knight of the Reliquery (brownie points here), Glen Elendra Archmage, any equipment, Kiki-Jiki...
