When you play this card, it is so frustrating to your opponent. Most of the time, the dialog will go:
"OK, I'll tap to kill your creature." "I'll counter that." "You can't counter an activated ability!" "Read the card."
Then, you get to draw a new card? Totally awesome sideboard card.

You ppl see? It's GREEN. That's especially why it's good

Green countermagic is indeed a rare sight. Therefore the blue version, Quelch, only was an Uncommon in Kamigawa since it's less exceptional for that color. It's apparently part of green's color pie to be able to counter triggered abilities, especially artifacts concerning Rust or several Ouphes. Don't forget about Voidslime as well.

Great card. If you play it on a fetch land activation early on, it's a two mana stone rain that also draws you a card. Or you use it to turn oblivion stone and similiar stuff into duds.

PROTIP: This can counter planeswalker abilities, but the counters will still be added/removed. Use to counter the ultimate, and they still lose counters! MUAHAHAHAHA!

In a multiplayer game, expect this to turn heads.
Player A: I'll fire off my planeswalker's ultimate... Player B: I'll counter it.
*all eyes stare at the green player*
Player C: ....Wait, you can do that? Player B: Bind.

Would this be undercosted at ? It replaces itself, but not unless you have something to counter. I would want to be running Nomads en-Kor so that I could ensure it wasn't stuck. Sure it has crazy potential. Anything that requires a sacrifice to pull off could be devastating. But what about having it in your opening hand? What if your opponent doesn't play a fetchland?

Strikes me as some rather curious color-pie experimentation. I think countering activated abilities is just as much blue as spells, these days.

Funny against cycling, Wasteland, Fetchlands, certain planeswalker abilities (mostly Lily's -2 and ults), and Knight of the Reliquary.
In most of these, they lose a card and you don't, plus they tapped down to do it. On top of it all, they often lose life or some such for it. Beautiful card that I'll probably main 4 of against Wastelands/fetchlands.

So it's a stone rain with a cantrip in legacy and vintage. For one less mana.
