Good for decks with stuff that triggers on arcane spells, or which like to splice stuff on arcane spells. Mediocre to bad for other decks.

If you can't make use of the actual casting of the spell, it's entirely useless. Otherwise...you can find something better. Not much use for anything.

Quite useful in an arcane deck. First turn you can simply draw, if needed. A little later you can splice Glacial Ray for a quasi-Electrolyze and you keep the Ray in your hand for a later use! I loved to cast a Reach, spliced with Glacial Ray, and replicate with Djinn Illuminatus: for each additional 2 damages and a card isn't a bad deal at all! 3.5/5
It could also be helpful for Blue storm decks based around High Tide and Brainfreeze.

If you splice Glacial Ray onto this and the targeted creature becomes an illegal target, will this whole spell be countered? Splice is such an interesting mechanic.

At worst it cycles itself for {U}. Rockin'.

A 4-of if you're try to thin your deck out to assemble the pieces of Exodia the Forbidden One.

@Kryptnyt - It's the only target, so yes. If any of the spell's targets are illegal when it goes to resolve, the entire spell is countered and none of its effects happen. Splice basically adds on the effect of the card onto the card being cast. So you are paying {1}{U}{R} to Draw a card and deal 2 damage to a creature or player.
But if you Splice Glacial Ray, Consuming Vortex, Blessed Breath, Goryo's Vengeance, and Kodama's Might onto Reach Through Mists, as long as the spell has at least one remaining legal target, it resolves and does as much as it can.

@ Forgeling - It's either 4-mana investment, due to Long-Forgotten Gohei, or a total of 7, if you want to include the gohei.

Consider Reach Through Mists as a 'cantrip' fodder for other splice-onto spells, allowing other arcane spells to draw a card.
Sapphire Medallion reduces the cost faster than Long-Forgotten Gohei, assuming that your deck is focusing on getting The Unspeakable as quickly as possible.

Djinn Illuminatus makes this become, "Pay X, spend only blue mana this way: Draw X cards."

It cantrips, it thins your deck, it's the cheapest Arcane card out there! That means it splices too!
Thaaaaaat's right, all that fo just One Blue Mana! Worried about card advantage and board position? Say no more, act now and we'll throw in Glacial Ray so you can build your own Electrolyze... but that's not all!
Do you love Divination, but hate tapping out on your own turn?! Act now and we'll throw in a free playset of Everminds so you can draw two cards the way we used to, after leaving mana open to counter and bounce!
Isn't the entire purpose of cards like this that are arcanes to have a splice ability?

Give your splice onto arcane a built in cantrip. What was people's problem with kami again? Oh yeah, its the block after mirrodin, the most broken block since urza.

In this super special, one time offer, if you commit to the total package, that's the Reach Through Mists and the Peer Through Depths AND Sift Through Sands we will not only throw in a free The Unspeakable but we'll let you cast it directly from your library FOR NO ADDITIONAL MANA!
You can't get value like that anywhere else, so act now!
