I simply love this card. Its my favourite burn spell. Because: -Awesome art. -So badass idea. (Huge beam of ice freezes (and kills).) -Its so opposite. Like, Searing Spear or Pyroclasm simply burn them, this kinda freezes them. So, next time you cast this, you should call it "freezing" or something...

People hated on Kamigawa block's poorly designed spirits so much they often overlooked the truly brutal potential of splicing. This card is like one of the centrepieces of those decks.

Don't underestimate how nasty one of these and a Desperate Ritual can be.
Turn 2: Play Desperate Ritual, Splice Glacial Ray. Using the mana generated by the ritual, cast Glacial Ray. Use the remaining R to perhaps suspend Rift Bolt.
Yeah, this thing is way more dangerous than it looks. Splice is a stronger mechanic than people give it credit.

Can't I just cast a Shock and a Lightning Bolt on the second turn, doing the same amount of damage, with the same amount of cards, without being undone by a single counterspell?

Majin, the point of Splice is that you can reuse the spliced card repeatedly without it leaving your hand. If you have five mana, a Lava Spike and two Glacial Rays, you cast the spike and splice both rays like this:
Lava Ray Sorcery Lava Ray deals 3 damage to target player. Lava Ray deals 2 damage to target creature or player. Lava Ray deals 2 damage to target creature or player.
7 damage, up to 3 targets, but only one card spent. You still have both rays in your hand to cast or splice again later. "Later" being:
Double Ray Instant Double Ray deals 2 damage to target creature or player. Double Ray deals 2 damage to target creature or player.
and then you still have a Glacial Ray left in your hand.
