Broken beyond repair. It costs about 1 buck at any online store, so go buy 4 and abuse every single casual game you will ever play.

@ClericNacho: Forgive me for my ignorance, but just how is this broken?

megrim and underworld dreams. Even if you aren't running those it's a great way to get rid of a hand of cards you don't need. And you might even do the opposite to your opponents, who have been stockpiling kill spells or fatties.

@Tiggurix, let's say your opponent has 7 cards in hand, and you have only one: Windfall. You cast it on your turn, emptying your hand and your opponents', and each of you draw SEVEN cards. You just got a fresh new hand and a massive card advantage (+6)!! And for only ? Do you get now why it's broken?

God. This is so powerful. I couldn't believe my eyes when I read the cost.

Seems like it would be useful to a dredge deck.

@Tiggurix: In terms of broken-ness, there's also situations like this:
You draw seven cards and pass the turn with huge board advantage on your opponent. Next turn having access to {3} mana (assuming one of the seven cards you drew was a land) and you can begin dropping things like Arcbound Ravager and Atog.

i get that this is slightly broken, but, i think what's missing to consider here is that they recently reprinted a legal version of this in whispering madness. sure it costs one more black mana to cast, but you can do it again and again and again, especially in a standard format when you stick it on an invisible stalker. so maybe it shouldn't be banned in legacy, maybe only restricted... especially when cards like aluren are legal in legacy.

Me: Tolarian Academy, Ornithopter x2, Shield Sphere x2, Phyrexian Walker, Windfall. OK, now I'm going to draw seven cards. I hope you get a nice new hand because you don't get a mulligan. Oh hey look Shield Sphere, Phyrexian Walker x2, Cloud of Faeries to untap Tolarian Academy which I'll use to play two of the three cards I need for my infinite life/mana/draw combo. Pass turn.
Opponent: I play a mountain. Pass turn.
Me: Oh hey look I drew a Windfall...
You get the picture. This card is part of the reason that WotC essentially had to ban Blue for the entire Urza's block.
.5/5 for stupid developers.
Turn 1: Darksteel Citadel, Ornithopter, Springleaf Drum. Drop a Mox Opal (with metalcraft activated), drop a Frogmite for free. Exile a Simian Spirit Guide for {R} , then tap the Ornithopter and Springleaf Drum for {R} , tap the Mox Opal for {U} and cast Windfall...
