It's not so much the first effect as the second. Although most of your opponent's support cards can probably tap themselves and thus prevent the attack...

Versitile. Destroy some things outright, and everything else will die on whatever you have up- synergy with First Strikers and Caltrops.

Sticks and stones may break my bones, but chains and whips excite me...
Nice for killing birds and whatnot, but it comes out a little too late. I like Kryptnyt's Caltrops combo, though. I would throw in Insolence, so that they take 2 no matter what.

CRACK THAT WHIP!
Have something attack and...
...have a creature equipped with Shield of the Righteous block it, so if it lives it won't untap next turn. ...have Baron Sengirblock it to get counters. Hooray proliferate. ...have something block it that triggers a desirable effect when it blocks/dies ...have X power creature block x+1 toughness creature so it dies too Too many to name really.
And then having a way to ping stuff with colorless damage for just isn't too bad either. Stops Ball Lightning dead in its tracks.

I get that Volrath is trying to be evil ruler of the universe and all, but "plentiful" is an odd adjective to attach to pain, instead of "effective." I guess Volrath had a way with dungeons, but not a way with words.
Confusingly, this was printed in the same set as Ensnaring Bridge, which was also employed by Volrath (check the flavor text). Volrath's use of whippy entangley things is self-defeating. And Bullwhip isn't the only horribly confused card Volrath had a hand in unmaking. See Volrath's Dungeon for even more head-scratching gratuitous complexity.

I like this card. It has so much flavor. Worst case scenario it's a colorless Prodigal Pyromancer.

For full flavor, crack it on your own creatures before they attack.

But yeah, I love this card.
