In theory can be very good at shutting down or at least slowing down a token deck. Of course most good token decks are going to have solutions for cards like this one.
Also it can be pretty effective against red with some of its lopsided power heavy, toughness lacking creatures.

I think that Godhead of Awe Would LOVE this card in a conrtrol deck. I plan on adding this and the aforementioned card so that my opponents would think twice to attack.

Them flyers, sea-dwelling creatures, shadow creatures, oozes and gaseous beings better watch out.
Like most of the things Kirbster mentioned, I believe most of those sorts of creatures have 1 toughness while being cheap 1-2 drops.
You could also just copy it with stuff like Mirrorworks or put multiples on the field. Deal 4 damage to attackers(with 4 Caltrops) and effectively shutdown a lot of creature decks. Just need to get that one card that gives artifacts shroud.
It's an okay card, worth putting in the right decks. Makes me fear for my storm crows and it reminds me of Wall of Caltrops. Haaaaaaaaaaaaah, wonder why.

It doesn't directly, but cheap fliers (1-3 mana cost) often have a toughness of 1. So speedy little weenie decks don't like to see this played turns 1-5 or ever for that matter..

It damages fliers because birds are known for eating rocks to aid in digestion. They see the shiny caltrops and think, "oh, not a bad time for a new gizzard stone" and they eat a caltrop and get owned.

All the same, it can be a nice stall with Death Pits of Rath.
