Wow, it's an Instant. Not bad if you can replace the lands and very handy for stopping your oppent in their tracks out fo the blue.

I can't express my surprise the first time I went "activate Stalking Stones" in my mono-blue deck and my opponent responded "Boil, Electrostatic Bolt your stalking stones". I scooped. Then they printed Spectral Shift in Fifth Dawn, and I made a habit of drawing my mono-red opponents into the very same trap the very same way :)

Pretty useful as a one sided land sweep in a Blue Red deck that's running this along with Mind Bend.

I absolutely love this card! It eats counter psycho decks alive. Only downside is that you have to live in fear of Spectral Shift.

@Zoah.

If you're playing control in blue, you should always have mana open for a counterspell. By the same logic, if you opponent has to constantly keep four mana open in case you slip and tap out, they are at way more of a disadvantage than you.

when other lesser mages go against blue control mages they get frustrated and scoop.

When red mages go against blue control mages they destroy everything in sight, at instant speed.

They should reprint this. Hell, they should print something to blow up lands, jeez, people and their Primeval Titans and fetchlands these days. Watch them overextend the land resources of their library, then lower the boom and they'll learn. They'll all learn...

Evil card. This card and others like it such as tsunami or flashfire should never have been made. They aren't good enough for tournaments but when successful they break the game to casual players with known decks. If a friend has a mono white deck it doesn't matter how good it is if they lose all their lands. The great thing about Magic: The Gathering is the almost unlimited possibilities and creativity available. This card limits that. There is a reason you do not see these effects anymore.

As shadygrove said, them having to keep 4 mana open all the time is a huge disadvantage. If I see my opponent tapping mana for something, but they still have cards in their hand and untapped lands, I immediately think that they will cast an instant, and I should probably keep at least 3 mana open. Of course, sometimes you really need to cast a frost titan or Lorthos, in which case I make sure I have a creature that can counter or a force of will. As a blue player, I tend to tap out all my lands only under extreme circ-umstances or if I can counter without paying mana. This card may at first seem very deadly, but if you do run control blue, you should almost always be able to cast a counterspell.

Quicksilver Fountain and Power Conduit/some other 'remove a counter' card makes this very playable against non-blue opponents, though it can be slow without extra upkeeps. As an added bonus however, you can pump up your creatures while you wait.

Target blue player loses the game. That's it. The end!
I hate this card! There are other cards that say "Destroy all plains" or whatever, but they don't activate at the speed of an instant, and they cost the same as this one.

Edit: to address this more calmly (Being that everyone hates this comment) here is the advantage this card gives:
A, you can not tap out all your manna in this turn, because if you do they untap theirs.
B, you aren't allowed to play anything on their turn until they have less then four. So you can't counter anything else.
C. If you have only one counterspell left, you can't use it on anything else.
D. They can play it as early as turn four and it's a solid win condition. So even tapping out as early as turn three, could result in a rather sound defeat.
E. If they have a quick deck, and don't have much else to spend manna on, as is often the case with red, holding onto their manna might not be so hard.

Cast Silence before you use this. Your opponent will either immediately use a counter on that, in which case their counter will be used up and you can proceed with this card, or they will leave Silence unanswered and won't be able to do anything for the rest of the turn, freeing you up to use this. This would require the construction of a red/white deck, which is perfect when running Balefire Liege.

They don't make color hosers anymore because they say that they are not funny to play for those who get locked down by these cards. Of course they are! But they are instructive: they teach children not to play one single color!

The flavour text sounds pretty suicidal, when you think about. The entire world's water cycle depends on the seas, and all life depends on water, so I imagine that, even in a fantasy world, the destruction of the oceans would also mean the extinction of most life on the plane, I'm sure.

I'm not a fan of griefer cards in multi-player, but, I HATE blue. It's such a busted color. o.o; What? Counterspells are so mean XD TAKE THAT BLUE MAGE! Blow up all your islands!

I think its a great card to have for EDH when you're going against that ONE blue player that is basically playing the completely pimped out Azami deck that ruins everyone's fun because they think EDH should be super competitive and no fun. Get sass for nuking their islands after they just drew 3-4 cards a turn and didn't miss a land drop for 10 turns? Tell them to suck it up, play for fun, and stop sucking the joy out of every other non-tier 1 with their copypasta deck.
