Why wasn't it reprinted in Shadowmore? It would have been so perfect there and it would have reflected the other Harbinger's in Lorwyn

I think it gets counters too. So unless you're removing the counters on the Harbinger, it's got a 3 turn max. And that is a long time for an opponent to deal with that.
Now, if it was "each other creature" this card is to be feared.

This was always a fun card to play back in the day: even though there wasn't much to address -1/-1 counters directly, Black had a lot more in the way of cheap reanimation, things like Animate Dead. Black/Blue decks could also bounce it every third upkeep with any number of bounce spells, from your basic Unsummon to the rather pricy Capsize. Hell, it even made Giant Oyster useful.
@ubii: I second the Quillspike idea. It's even the right color to put Melira in the same deck. Could make something rather nasty out of that.
