I don't see the flavour reason for exalted on this card at all.

Looks like Dimir lives on, even after the dissolution of the first Guildpact. The other nine guilds had a place in Ravnican society after all (well, the Gruul HAD a reason, but since there's barely any literal wildlife LEFT...), but Dimir was only there to keep the gessa stable. Guildpact Mk. II=no gessa=no need for Dimir.
But...there's still a Duskmantle out there, apparently. Szadek is working with more than just Agyrem still...

I am going to assume his flavor revolves around him being a mercenary/rogue and relying on others to pay him to go do tougher jobs.

Alone he is a little weak but the cool part about Exalted is that (a little ironically) that the more Exalted creatures you have the more powerful your single attacker becomes. In this same set there are plenty of worthwhile 1 and 2 cmc Exalted creatures. This guy could be swinging for as much as 6/6 on turn 4. Not huge but if you consider you would still have 3 other blockers that's pretty aggressive.

He's good even if you don't have any other creatures if you ask me. Compare to Vulshok Berserker, a 3/2 with haste, and red is the color where haste is most powerful. Look back at this guy and you see 3/3 BLACK card with haste.
Should see some definite play if you ask me.

He's not too bad in the right setting. I mean if you have a few other exalted creatures out he can instantly swing for good damage. The bad part is he's essentially a situational 4 cost 3/3. And odds are you probably want a different 4 drop.
Edit: A dedicated B/W exalted deck turns him into a fiend to deal with on turn 4.

I was disappointed with him when I used him in Limited. By the time I got to 4 mana I usually had a creature bigger than 2/2 on the table, that I wanted to attack with. So I never gained any benefit from his haste; and if your not using his haste you are paying 2 mana more than Knight of Infamy just to get an extra point of toughness.

The Exalted ability doesn't jive well with its creature types. I mean, Vampire is fair enough, I can imagine a Vampire Knight or something, but Rogue?! How the hell can a rogue be Exalted?!

And yet another instance where black Exalted makes absolutely zero sense. Why does he aid people that are attacking alone? I can understand why he might benefit from working alone, but he doesn't. In an Exalted deck he'd have tons of buddies cheering his sneakiness on.

the flavor of exalted isn't always "all creatures help" - sometimes its "this angel prays for the creature" and sometimes its "the guardsman keeps watch" and sometimes its "the squire stands in awe" i.e. watches the lone creature's legendary exploits. if you want to think of your exalted abilities as "all creatures work together" then this guy is the lead scout, giving your one attacker +1/+1. if you want to think of it as "legendary exploits" then this guy is exactly what streamhopper said - he tips his hat and rejects the additional help.

4cmc for a hastey 2/2... 2 stars because by the time he hits the board, you already have better attack options anyway (e.g. Vampire Nighthawk, Tormented Soul, Knight of Infamy, even the lowly Servant of Nefarox). For 3cmc, this guy would've been fantastic and worthy of being an uncommon print. As he is now, only really helpful after a board wipe.

Underrated. M13 has a perfect mana curve for black exalted - Duty-Bound Dead, Knight of Infamy and Servant of Nefarox make this guy a hasty 6/6 on turn four. Two turns later you get out the overlord himself. Okay, you're unlikely to get that perfect setup right off the bat and individually the cards aren't great, but black has all sorts of shenanigans for dealing with problems like that. It's half of UB control for a reason.
I've won games off the back of this guy, 3.5/5 minimum.
