Come to think of it (10 minutes ago), this card may not seem incredibly powerful as a mill card (unless you the top card of your opponent(s) is revealed) but it still can assist you with that and also, it can put certain cards in your graveyard if you need 'em there.
I'm thinkin' about having a Dimir Doppelganger on the battlefield, putting Szadek, Lord of Secrets in your graveyard before it's your turn for just 2 mana and then turning the Doppelganger into Szadek to attack right away...^^

One of the best pieces of flavor text ever.

Excellent flavor. Basically, it's not wonderful, but it's a mini millstone that takes up a land space instead of a spell. It's something to do with extra mana late in the game, it can be useful to use on yourself if you've predicted what card's up next or if you're playing reanimation (which happen to be blue and black strategies, respectively).
Those fools on Innistrad think they know milling. They think they know horror. They know nothing.
There is every bit of reason to mark this card with an extra star over Nephalia Drownyard, and it has to do with how everyone knows this card's flavor text whose ever seen it once in glancing, even if you can't remember the name of the card itself. (you probably forgot it due to Glimpse the Unthinkable)

HOW IS THIS NOT LEGENDARY?

This is not the worst land in the world. Good for control decks that like holding mana and want things in the opponents graveyard. Rise from the Grave for example.

What is this "New Dimir" you speak of? I know that they were part of the guildpact but they have long since died out, my frie-"

I don't care about milling the other two cards as long as I can still kill a Sensei's divining top with this.
also shut's down enlightened tutor, mystical tutor, ect.

@Demonic_Math_Tutor: I think it may have something to do with the rarity. Truthfully, most of that cycle I'd never think of assigning as a rare. The ability for this only mills one, but it's also a lot easier to get.

If you have some spare mana, this is better then nothing. If you have counters, you can hold up mana and if they don't cast anything worth it, you can mill them some. It also screws with vampiric tutors and the like.

Because people who play Momir Vig with Prophet of Kruphix in EDH deserve to get taunted by the Poor Man's Drownyard.

So, real talk. For years I've had in the works to get a Dimir insignia tattoo in UV ink, and for the longest time I was contemplating getting the flavor text from Glimpse the Unthinkable, but after much inner deliberation, I've decided on this flavor text. The first two lines above, the third line below.
