This seems fairly costed and is a lot better than most recent red combat tricks. I mean even turn 1 a red one drop then turn 2 Krenko's Command with this turn 3 could be solid.

Less tricky than Trumpet Blast, but not quite as flexible as Rally the Peasants. That said, Rally the Peasants is technically a white spell, and Dynacharge can be cast for only if you don't need to swing with everything. I'd run 'em both.

This is a strictly better version of Trumpet Blast, a card that we just saw reprinted in the latest Core set. And still it isn't going to see much play beyond Limited. This card is no Overrun, and for versatility's sake I'd recommend Hearth Charm over this.
The only card with Izzet "soldiers" in the entire Magic arcana. To me they look like Azorius soldiers with shinier armor and a color swap.

It's a borderline playable combat trick for limited. For constructed, it sucks. I mean come on: +2/+0 for one mana? That's just plain horrible. Giant Growth is ten times as powerful and also costs one mana. Even the overload version is just acceptable.
@LordRandomness: I understand that many people think that a card is awesome because it's new. And some are. But many are not. The non-overloaded version is atrocious. It doesn't make creatures survive, that would normally die to damage or -x/-x effects or something, which is already a huge letdown. It also gives less power than giant growth. Where a giant growthed creature would kill a player, planneswalker or creature, a dynacharged creature might not. Where a giant growthed creature survives, a dynacharged one does. And the overloaded version? While not quite as bad as the single-mana one, it's not better than mediocre. If you got a dozen tokens, it can help killing a player. But if you got a dozen creatures, you're most likely winning anyway. For limited, it's an ok trick. In constructed, it's not worth it.

I wasn't actually disputing your comment, merely mocking your use of hyperbole. Sorry if this offended :p. One thing that is important to remember in this comparison, though, is that Giant Growth is green. They get better pump naturally. Recall that Hornet Sting is not a horrible card, even though Lightning Bolt was around at the same time, even! Something that provides a teamwide buff in mono-red potentially has uses (say you're swinging in with six goblins on turn 4, not even that much of a feat with many token generators). In summary, the main value of this is the fact that it's red.

Kind of want to pair this up with Wild Defiance but even then I suspect there are better options for the pairing. Might work fin its way into the deck if the 4-of pumps don't quite cut it.

Personally, i think this card is really under rated. In combination with other Izzet cards like Guttersnipe and Goblin Electromancer and the recent addition of Talrand Sky Summoner and Talrand's Invocation this becomes pretty potent. Turn 2 Electromancer, turn 3 Invocation, turn 4 overcharge swing for 8 flying damage. It only becomes more powerful later in Talrand decks that include guttersnipe. Within Return to Ravnica, it's not great but given the blue token spawners and mana reduction cards i think this is a strong pick.

I forsee this being the "Overrun" effect of BOROS decks, since Izzet, Rakdos, and Gruul all seem to me to either not want or need this:
Izzet- spell-based, not creature based Rakdos- has better ways to produce lots of damage in spell form Gruul- has better ways to produce lots of damage using just creatures. Boros- Plays like White-Weenie, uses RDW cards. Seems perfect.

i can forsee including if you are already in mono-red, but that doesnt happen much in Ravnica, and it struck me as an odd card initially, however it's perfect for taking out a big creature that thinks its safe, or giving a big swing some extra kick. I included it in a draft deck because there it was the last thing i got passed and it won me couple games, however in Standard i would take a burn spell over it any day.

3.5*s IMO. I could see me putting this in my goblin deck as a finisher. I could even see it splashing other colors in my sap deck (though then Rally the Peasants would make more sense..)
I agree it's not the best, but it's an easy board wipe or PK at instant speed. Sorcery this would be terrible; instant? Not so bad IMO.

3/5. Give a creature +2/+0 for or give all your creatures +2/+0 for 2. A neat combat trick or game finisher in limited. Maybe some competitive constructed uses in RDW or other creature aggro archtypes.

This is better than I originally thought. it works great with aggro/first strike. For instance Legion Loyalist and goblin tokens. With first strike, dynacharge turns in to some nice creature protection, removal, and burst damage. Even if you only get in with three dudes (not that hard to do) it's 6 damage for 3 CMC.
