Now, for some this is simply a reprint of Dragon Fodder. However, for me I see a possible new Pauper deck in the works that will include this, Dragon Fodder, and Mogg War Marshal. That's all I got so far, but I think a Red Token deck could be a reality now.

I just LOVE that the flavor text implies that Krenko may occasionally order them to go out and just swear at someone! Now if only I could get some Goblin thugs in real life...

Unfortunately, you're going to have to constantly compare that to Talrand's Invocation, since they're in the same set, and Blue shouldn't have good creatures anyway.
I'd play it in standard if Goblin's were a thing... But they aren't.
Although I should blame the Innistrad block (since... you know, goblins don't exist in it), but I really just blame M13 for not reprinting Goblin Chieftain. Would've that been too good? Initially I'd say yes, but Zombies looked friggin' amazing once Lotleth Troll came out, and... well, you can see how much they're getting played now.

@Eternal Blue I have a deck that doesn't use this yet, but between Goblin Warrens, Mana Echoes, Dragon Fodder, Mogg War Marshal, and Comet Storm (and some others..) it tears things up. It plays like a normal goblin deck by using global pumps (such as skirk alarmist) but has the extra win con of 20+ damage to every player and every creature you want :D
