"Each player draws ... cards" should be white and in addition, this card should cost 1 mana instead, being a sorcery.

White doesn't really do card draw. Blue is the primary, green is the secondary, and black gets cards in exchange for life.
Cards like Puresteel Paladin and Mentor of the Meek are pushing to boundaries of what white can do with card draw, and they're still both very conditional.
Clearly this card should be blue, and as a blue card, it's awesome. Instant-speed draw is nothing to sneeze at.

@General_Naga: Why shouldn't white have card draw? Every color has card draw, even red; while red has less than green and black, it has more than white and will get more in the future. Every color should have access to card draw, as it is essential to playing Magic, and this card feels much more white than blue, as white is the color of community. Blue should still get cards like Trade Secrets and Flux which require a lot of thinking from opponents, and should be able to keep the really huge everyone-draws cards like Jace's Archivist, but the little stuff like this feels very much more white, and would be rated higher in white as well as that color has less draw competing for slots in decks.

@Cheza You should make your own card game. It would be just like magic, but the color pie would be terrible, and most the cards would either be unplayable or broken.
