Just play it with Spiteful Visions or Underworld Dreams to offset the disadvantage a bit. It's very fun and unique card, and I hope to see the block this comes in.
I can't help but think this could've been worded less awkwardly as "During your upkeep, if Shah of Naar Isle came into play under your control last turn, sacrifice Shah of Naar Isle or each opponent may draw up to three cards."
@TheOgrz It specifically says in the rulings of this card that thick skinned goblin will indeed cause his ability to trigger.

You don't even need the ruling to see that Thick-Skinned Golbin would work: Yes, you are paying {0} with this card and Thick-Skinned Goblin, but it was paid. Wizards loves to be literal, just like with Shroud and targeting. You can only avoid it by Stifle-ing it or by not paying it and sacrificing it.
The drawing must be accepted, but it doesn't make it bad - plenty of people have suggested some fun combos with it. Go Johnnies.

Thick-skinned goblin says you may pay zero instead of paying It's echo cost. This says if you pay It's echo cost. I'm not saying I am all knowing, but I'm a low level judge and if someone asked me for a ruling, I would say with those two the opponent would not get the option to draw Food for thought

He's actually fairly decent. Sure, you're giving cards to your opponent, but the point of the card is they will never have time use them. As such, play this card with things that give haste and fit really aggressive decks.

If you're curving into him with something like hammer of purphuros, not terrible. If you don't pay the echo, he becomes similar to ball lightning - but if you would have lethal on turn 5, those cards aren't going to be of much help.
However grouphug/bearhug decks seem like much more fun.
