This draw spell is kind of garbage because it doesn't give you any card advantage, even though you get to draw two :/

Good if you want to force discard. And at instant speed, it doesn't call for a tap-out.

Cool in multiplayer, even helps teammates. Everyone is happy and you get to be just a little happier than the rest.

Meh in casual, but not half bad in multiplayer, especially Emperor.

You can get card advantage with this card, but it's not reliable. Going first, if they don't make a play by turn 2, then at end of turn you play this and draw 2. They draw 1 and discard (unless they have an instant).

Another way to get card advantage is once they have no more hand, at which point you need something like Liliana Vess, or any other reusable discard. Simply draw two and give them one, then take their one away (as long as it's not an instant they can play, that is).

Lastly, if you draw two cards and your cards are better, you can get card advantage as a result of holding two spells to their one. For example, let's say it's their end of turn and you both have empty hands except for this card you happen to be holding (which you play). You draw a Counterspell plus a card like Wrath of God or Stroke of Genius, and for the sake of argument, assume they draw a good card as well. Simply Wrath the board (or Stroke up or whatever) for big card advantage, and even assuming they didn't draw a dud, you will have your remaining counter in hand to stop whatever you gave them, thus putting you ahead on card advantage. Basically, the better your deck compared to the opponent, the better of a deal this becomes.

This is NOT a card advantage card! This is a card to get you out of a crap situation instantly. If your opponent has an edge over you, it helps you a hell of a lot more and your opponent a lot less. Playing this when you're already losing can turn the game around.

When Divination is a little bit too powerful, you reduce the cost and give your opponents a card.

That's my kind of thinking! I feel good knowing that my opponents in EDH will think twice when targeting me (or more-so, leaving you out) of the effect of Death by Dragons, knowing that maybe, just maybe, I'll give them something good.

The fact that this is an instant means casting it on your opponent's end step gives you a full turn head start to use the extra card before your opponent usually. Howling Mine and Temple Bell don't create card disadvantage, they merely favor the player with a better deck by speeding up the card draw ahead of the land drops. That said, there are decks that win by forcing card draw.

Worked well in my old owling mine build. Was great because the bigger their hand the better. See also underworld dreams etc

Also the art feels very evocative of the Wailing Wall.
