Pretty sweet artistic direction for this set; taking familiar Mirran imagery and twisting it into something evil.
From flavour perspective, it should affect only artifact creatures. 'coz, you know... it's hard to lure crystal ball, or spine of ish sah somewhere.
And from perspective of balance too, 'coz it's bit too nasty in almost artifact block.
I'm not sure if the exile makes this card better than Rack and Ruin, or if the increased mana cost makes it significantly worse.

@ChaosFire: In this block, the exile makes this card significantly better; you need a way to deal with indestructible cards. Like, say, Blightsteel Colossus.
Out of the block, not as much; indestructible artifacts aren't common outside of Mirrodin.

considering red's complete inability to deal with indestructible things, I don't think it would make this card too good to add the "up to" clause. Decks that use BSC aren't going to have more than one artifact out at a time very often.
