Fertile Ground or genju of the cedars on lands of opponents, or stuff like blight on lands of yours. - powerful if your opponent uses lands which have some negative effect when coming into play (Azorius Chancery, Lotus Vale, Kjeldoran Outpost) - use it to bounce lands that do something with counters (Dark Depths, Calciform Pools) - use it to reset cards of yourself that come into play with some positive effect (Llanowar Reborn) - use it to reduce it's own mana cost (if you got no land in hand already). play it, return a tapped land to your hand, and replay the land, making this guy costing just 3 mana (or even less if you use lands that produce more than 1 mana, like Temple of the False God) - use some effect to play it at instant speed and rescue your lands from land destruction spells - play it before you Armageddon, to have a land to replay immediately - use effects like momentary blink to keep bouncing opponents lands, or put it on a soul foundry, to make sure your opponent will have never more lands in play than he has at that moment
Sounds fair to me. Most 2/1 fliers for {1}{U} also have a downside too, and this doesn't.

So close to being amazing. Another point in P/ T could go a long way, but what really kola it is the 4cmc. Too many better 4cmc cards in blue, in any format. Great with Cloudshift, though, or Restoration Angel.

@Ideatog: It's target land not permanent and it's not instant speed. Plus that's not how magic works - there's an advantage to being able to play your cards sooner rather than later. That's why this is a bad card. There's also many blue or multicolour 4 drops that are much better. 4 and 5 are when some incredibly powerful stuff starts coming out (Cryptic Command for example).

This guys is kinda fun in a flicker deck I made with Black Vise. Land is the most reliable thing to bounce if I'm trying to fill their hand - can only play one a turn. Combined with a Deadeye Navigator or Conjurer's Closet it's pretty obnoxious
