My first thought was, target Fiery Hellhound, with Goblin Tunneler 's ability, boost hellhound as much as possible. I used to think that if hellhound's power exceeded 2 the ability of Goblin Tunneler would be canceled. I now know that Goblin Tunneler's ability targets creatures of 2 power or less, and then ability sticks until end of turn, even if the power changes. Very awesome combos for a common card.

On constructed: Whispersilk Cloak easily trumps this, and nobody runs Whispersilk Cloak. Therefore, the only thing that could make this worth running is giving it haste (as Cloak, despite being more expensive, can be used the turn it comes into play), and because both Goblin Chieftain and Warren Instigator will remain in standard after the Scars rotation, along with a smattering of other great Gobs, this might see play.
On limited: In Rise limited, it comboed with Kiln Fiend. In M11 limited, it does some sick stuff with Fiery Hellhound and Scroll Thief. Just don't pick him early unless you're either determined to put that combo together or you already have the other pieces.

This actually saw alot of play at my last draft...two of us (including me) were using it with Child of the Night's, constantly gaining life and hurting the opponant...kinda sucked when we fought each other though. lol.

Bramble Creeper and World at War. 30 damage. 2 turns. WTF. You killed me with a green M10 common that nobody runs.

It seems obvious to me that this card wasn't printed for its own set of the sets before it. The Goblin Tunneler was printed for Scars. Simply make a creature with infect unblockable and hit it with a couple might spells.
