Admittedly, it's the artwork that I find outstanding, but the effect should prove quite usefully as well, especially seeing as act of treason won't really work on my Angels anymore.

At the prerelease one of my opponents had this against me. It was very annoying, but luckily I was able to diminish it and block it with an augury owl both games and handily won the match in two. But if I hadn't of had diminish this would have completely locked me down. Good card but would like to see it at 5cc or 6cc.

Umm...wolfbear, any card is a doomblade target. If the fact that a card can be doombladed would make it bad, then there would only be only 6 creatures in standard that are playable. And so what? Fleeting distraction does nothing for you. Statistically, it has a 1/5 chance of saving your behind, and so what if it cantrips? I know this sort of card, and half the time you play it, you're only playing it to draw. And that's actually quite a bad deal, when you could run something you would actually want to play, or something more useful that can cantrip as well, like preordain or spreading seas.
I don't necessarily expect to see much of this card in standard tournaments, but I don't expect to see Fleeting Distraction AT ALL. And I never see doomblade in standard. It might see more play now that Alara and Terminate are gone, but even so, it still would be used by the time this sees play.
That, and this is not mythic. WHICH IS AWESOME, because mythic is the most IDIOTIC concept Wizards had the audacity to print to this day. (The only reason they do it is because it brings them money and makes Magic seem even more like idiotic games like Yu Gi Oh.)

I pulled one of these at the pre-release yesterday. I didn't win the tourny, but once my opponents knew I had this, they made sure to save kill spells for her. Also drafted Sword of Vengence and was able to equip it to her.

Centurion, I'm with you on the mythic thing. Winning at a tournament should not cost $600+ Also, Capt'n, be aware: if they Act of Treason this dude, its effect no longer applies to them, and they can attack as they please (as long as they control the Arbiter, at least).
But seriously, 7cmc? 5cmc would be acceptable with that damn Baneslayer reprinted. 6cmc would be playable too.

THIS I like; it's fairly cost-heavy and really doesn't have much evasion, but it's what white is about. Lightning grieves for all noobs who can't think past doomblade, and it's rather interesting to think around. I'd like to see it in enchantment form.

The wording on this card is what has me and my friends confused. One friend says since the card does not say "Until the end of turn" the effect of not being able to attack, or cast spells lasts until the end of the game, much like Elsbeth's final ability to make creatures on the field indestructible, without the time limit of until the end of turn.
It'd really worry me if the card really is meant to last until the end of the game, that'd be so incredibly broken, so we've been playing that the effect ends at the end of your turn.
Any advice or confirmation would be wonderful.

@Orcish_Ledge: Generally, abilities that are worded like or similar to this mean that the effect lasts as long as the creature is on the field. So as long as Angelic Arbiter is on the field, your opponents have to choose between casting spells or attacking every turn.

Definately an intimidating card, that's a give in. But, it has a hefty cost and I find myself having to wait a few turns (usually 5-7) after I draw it, to actually play it. They should make a similiar card, but with a lower mana cost. Am I right?
Someone tried to force a win by playing this at the prerelease. I Clone'd it then Doom Blade'd it. He was not happy.

hey guys, im not a noob but im not a pro either maybe you could explain to me how this works in lamence terms. I keep reading it over and over and I can't figure out how this card plays out. I mean so it' my turn i play this card...it's still my turn so how can any opponent play any spells or attack THIS turn? So the spell card resolves I do my thing my turns over. Now the window for this cards effects is over. It's just not making any sense in my head. I mean it OBVIOUSLY works its a legit card but I just can't figure it out. I play other guys who arn't 100% on rules either and they would say "that card's effect only works for THIS turn which is over and since it was your turn we didn't attack or cast spells...so now it's just a 5/5 flyer" that can't be correct but that's what it sounds like to me. Any insight would be awesome thanks for the help.

Hey Moemar. "This turn" refers to the current turn, regardless if it's your turn or an opponents. Say you play this during your turn, your oppenent can't cast creature spells most likely this turn anyway so he can still use instants and what not but then you end your turn. Now "This turn" refers to your opponents turn and they will have to decide between dropping a creature or two or setting up an enchantment and casting sorceries. This dilemia will hopefully occur repeatedlly, slowing down pretty much any offense. If they swarm then they can't buff. It means most combos will require two or more turns instead of devasting you in one. If your end game is tight then a few of these could easily turn a close game into walkover.
Still, I agree on seeing this effect in an enchantment form.

This is a very interesting card, it is as far as I'm concerned, a counter white white - white is all about protection soldiers, etc having a large/strong force, alongside ways to protect them and gain life. To that exent it counters white. Yet at the same time it tremendously helps defenders giving them the advantage of spells, so I'm not quite sure what to think of this card.

Everything you said is correct except you can cast creatures in addition to instants and sorceries. In magic, cards are either Land or Spells. That's why card's like Fork have to clarify instant and sorcery spells. What this card is basically saying is that if you play a spell, skip your combat step. If you do combat, skip your main phases.

If you ignore the lockdown ability, you can get much more interesting and powerful offensive and defensive creatures. This gets cut from my decklists while I am surveying my Twilight Shepherds, Windbrisk Raptors, Vengeful Archons, Purity and Deathless Angel.
