Note the wording, back then your cards did not only deal the damage, they even destroyed other permanents for you. It might sound strange, but that archaic one from Legends actually has more flavor than the current one. Rewording the Oracle back to that state wouldn't even hurt since this creature is still considered as source despite the fact that you destroy the targeted creature.
Why does this thing have a rating as high as 3? That's above average.
First of all, that name... Oh man. Secondly, lots of neat combos here, but the problem is they are all terribly inefficient. In all the cases here Ramses is the most easily replaced and most expensive part of the combo. WIth something like False demise you would be better off just killing the creature conventionally or using a better card like The Avatar of Woe or even just a Royal Assassin, a conditional kill that is far more likely to appear and on a cheaper card.
Even wanting a legendary assassin for a theme EDH deck, thraximundar nets you another color, a beefier creature with haste and a neat ability for one more mana. This card just isn't good. Never was, and creatures have gotten better.

This guy is hilarious.
I mean, he's a big (4/3) guy in big black armor, who apparently lives in a fire temple or something, and somehow he's an assassin? Like I bet he walks around in broad daylight saying "I AM RAMESES OVERDARK, MIGHTY ASSASSIN" at the top of his lungs. And then he blows up someone's enchantments or something.
