The mechanic is a cool idea but its just another card that fell short.

Obviously outdone by Doom Blade in the vast majority of cases. But it can kill Emrakul, the Aeons Torn because it's not a spell when it targets.

A pity the effect ain't stronger. Still, I like that it says "when chime of night is put into a gy", and not "when enchanted creature is put into a gy". This way, destroying this enchant won't help

Compared to other kill spells, your opponent sees this coming a mile away, but that doesn't make it strictly worse.
This is a handy deterrent in a multiplayer game. They don't know when you're holding a doom blade, but they know that if they attack you, you'll trade with one of their creatures and take out another one too. Much less hassle for them to attack each other while you build up power.
This is a tactical card. If you see it strictly as a creature removal then it's definitely not as good as many other options in black, such as Doom Blade.
However, know that this is a creature enchantment that you can put on your creature. If you have a good creature in play that you want to keep alive, enchant it with Chime would make killing it a more difficult choice. In multiplayer game this also adds a lot more politics to it, meddling with other players' creatures.
Also, being an enchantment there are a good variety of ways in putting it directly into play. Once it's in play you no longer have to hold mana open as you would with Doom Blade. Academy Rector, Monk Idealist, Replenish are just some examples of how to further abuse Chime of Night's power.
