This is god-awful, making it on par with most other Homelands garbage.
The best-case scenario is you stick it on some other creature that you immediately kill off, so that it acts as a Diabolic Edict for more. Begging the question, why don't you just use Diabolic Edict instead?

I'm assuming the point of this card is to play on a creature your opponent wants to sacrifice, meaning that they will have to lose another creature.
It's more of a prevention tool than creature removal
