Seriously? Because your opponents get irritated by the lose 1 card each turn if you have the mana and its not an instant.

This is one of the better discard effects. It is cheap and repeatable. It can happen at instant speeds, although only on your turn. Which is a step up from must discard.

If you get this out on turn 2, and your opponent doesn't have a way to deal with it, your more than likely going to win the game.

4.5 out of 5 stars. This card is amazing repeatable discard and is also great against blue players who use plenty of instant-speed draw effects during your end phase--this forces them to use these effects on their turn and waste mana that could be spent on control cards like Counter Spells. So cards like Frantic Search, Gush and Brainstorm better be played on your own turn unless you want to discard your recently drawn card.
Although it costs two to activate, in the end playing it and using its effect is the same cost as the black Honden. Its no Hymn to Tourach or Mindtwist, but its still a good and reliable form of discard. Much more so than something like Raven's Crime.
The fact its an instant speed effect can surprise even good players--so many discard effects like this are sorcery speed that they could just play as though this was too.

Well it's classic! it's simple and to the point, totally keeps with the spirits of artifacts, great respectable casting cost and even better activated ability cost.
It is what it is, a scepter, and I sure do hate when it's pointed at me !
It's a Specter that never misses. =3 It eats o-rings like crazy. Saving liliana vess the time and effort. Love it.

Can someone explain to me what you guys mean by this happening at instant speed? I thought the only thing that happened at instant speed were cards labeled Instant. What's the difference between this happening at instant speed and another discard effect which may happen at sorcery speed? I'm new to Magic, been playing about two months. Thanks for any answer. :)

even tho the ability says played only on your turn, you are still able to react with it at instant speed, say they played a draw spell or something on your end phase, u could respond and hit them with scepter if u wanted to, forcing them to discard before they gain advantage off their draw, but in the end its not such a big deal really since its normal to just play it at sorcery speed in my opinion

nezumi shortfang is arguably better. sure, it's more vulnerable to removal, but it can activate at instant speed and flips into a threat when they run out of cards.

I really only call it "Scepter of Fuck You" since my friend pointed it out. But it HAS been in my binder since the Conflux prerelease, so it hardly ever comes up.

Discard spells or etb/dies discard may be uncommon, but repeatable discard is almost always going to be rare.

I can't think of anything better to justify this card.
@People comparing it to Nezumi Shortfang and Cabal Interrogator, in addition to this being far less vulnerable to removal, it also doesn't have summoning sickness. That means it can force your opponent to discard the turn it comes down if you have 4 mana, which can be pretty valuable.
