I want this for my Coretapper/Energy Chamber mess with charge and +1/+1 counters deck. That'd break this card.
Conspiracy theory time: Look closely at what is depicted on the sigil... does it perhaps resemble the appearance of a certain dragon? A dragon who had agents on each of the shards?

Toss it out for free, bounce it to play a gamebreaking artifact for 1Blue, or to reclaim a used Sigil that has survived a few re-equipps.
