I always seem to use this to sack on turn 1, killing off all tokens. But awsome artifact, and mas kill in any deck for 2 mana. Heck yes it is.

Scars of Mirrodin reprint Ratchet Bomb is very similar to this, with some interaction with untap artifacts and things that make charge counters.

What like in this card is the distinct way to deal with some cards and keep others; during a match It's what make you feel that this is a good game. It still has a cool artwork at all.

Necroplasm if you just want to kill creatures. Plague Boiler is better than Powder Keg if you're trying to kill everything, plus you can manipulate the counters on it.

And against fair decks -Can hit any 1 or 2 drop by turn 2-3, making it spot removal at worst -nails tokens/swarms

From a vintage viewpoint this doesn't make sense anymore. Ratchet Bomb can activate to destroy all tokens and Moxes the turn it comes into play. Not completely useless though...

This kills artifact land right at the start. Ratchet Bomb, however, specified that it cannot touch lands, so Powder Keg has its application still.

No, it doesn't. Both have same speedcards have its uses. Ratchet bomb hits Enchantments and Planeswalkers, while Powder keg hits Creature lands, Manlands and Artifact lands. Also, the fact that it leaves Enchantments alone can be built around. You can run a Discard deck with Shrieking affliction instead of The Rack and be safe from it's effect entirely.
