I hate this card. You have to build a deck around it and it still sucks. I guess I am just bitter that I got two of these in 6 packs. Even a Goblin Hero is better. Ok, maybe it is better than Vizzerdrix...

This combos well with Puca's Mischeif, but considering that it removes the cards from the game rather than putting them to your hand makes it difficult to work with before trading away.

It's cool if you have something to destroy enchantments and with treefolk thats bound to happen. However the fact that this is not a treefolk card and that it limits your spells does bite. Maybe if you play this with the saproling to have it help you draw, but even then this was not one of Colfenors better plans.

Well, with Sapling of colfenor, she can get you new cards in hand. You shouldn't be worried about the skipping a draw, the killer is "one spell a turn". You could balance out the field by playing cards like Rule of Law so it's even at least.

So, if you combine this with Bazaar Trader and give the Plans to your opponent, will he be able to play the cards that you removed from your deck when it came into play? If so, that's kinda neat, but also kinda lame.

hmmm its not as bad as you thinx... i mean: you can draw 7 (!) cards for 4 (!) mana... and you cant lose the game by not-having-a-card-to-draw...

if only selective memory cost two cmc less... there are so many fun combos i would try in casual with this card. using treasure hunt or demonic tutor in conjunction with those two cards to get a 7 card win condition would be slow and stupid, but i want to try it anyways lol

This card is so cool to me, but disappointing too. It sucks that Colfenor's Plans counts as the first spell of the turn, and it really hurts to lose all your cards if it gets removed.
The upside is that it can be some fun in casual against slower decks. I played this in a U/B deck with some counterspells for their turn, Jester's Scepter, Muse Vessel, and some weird possession spells. Recoil and other blue control spells kept me in the game for quite a few turns. Bloodletter Quill drew me some extra cards.
It can be helpful to dig for that Damnation or Evacuation you need to stay alive.
And, you can always run Perilous Research to get rid of your Colfenor's Plans and draw some cards. How about Dream Stalker to refresh the Plans?
It didn't last long, but oh well - why miss out on trying a quirky mechanic here and there?

If you need one spell to win it late in a game, not a horrible play. Limited usefulness otherwise. Donate's an interesting idea, especially if you know they don't have a way to get rid of it.

I seriously don't see how this is only a 1.5. Yes, it's probably not worth a 4.5, but com'on, you get access to 7 more cards for only 4 mana. Use those cards up, then get rid of the Plans. It's easy to build around and offers some serious card advantage, making it at least a 3 to 4.

You could look at this card as gaining a huge card advantage (by black standards), and then suffering for that advantage. The price to pay is great, but seven extra cards is pretty awesome. Plus, as said by Tommy9898, sapling of colfenor can help in its ability to allow you to continue to draw cards. Mid-game, the card advantage granted by this card could be pretty influential. Imagine having two of these out! So many options! Just saying, it deserves more than 2 stars in my opinion for the card advantage it grants...
What's with all this "play it, then sac it" stuff? You can only play the exiled cards because it's still in play...

Wouldn't this card be good in a combo deck? Find all the pieces you need then slowly bring them out.

This is not bad ! It's black so you may have instant removal that you can play during the opponent turn , land and a creature spell during yours that is allready 3 cards . I'm sure that you are running quickly out of cards with this but it grant you a good acceleration ! Just have some sac things with you and if you are splashing blue you can surely boomrang it for fun ! In mid game this is card advantage for sure but you have to win quick !
Turn 3 you play Maralen of the Mornsong, then next turn you grab Colfenor's Plans from your library and toss it out. Next turn grab Sapling of Colfenor, then toss it out or Leaf-Crowned Elder. Sapling of Colfenor basically counteracts Maralen of the Mornsong's life loss, and Leaf-Crowned Elder lets you play Treefolk off the top of your deck for free. Once you're tired of Colfenor's Plans, you toss out a Spring Cleaning and remove it and your opponents enchantments. If you have an Enchanted Evening in play you would wipe out all of their permanents too. This is all just Lorwyn-Moningtide block though; I haven't played much with Treefolk.
Of course this is the ideal early situation, and hopefully your opponent hasn't gained too much of an edge with his choice of cards, but besides that, this should at least be a good late-game card when you're running out of cards. I don't see it as an often-played card, but it would at least be fun to show off a novel deck with it.

Why do people say that this gives you seven extra cards? It doesn't. You skip your draw phase and can only play one each turn, so most of the time (unless you have a huge number of instants) it's not that different from rearranging the top seven cards of your library and then drawing them one at a time normally, at an outrageously terrible cost.

Hellbent tech?
(allows you to effectively ignore the problems of hellbent as long as you can get rid of this before it's too late.) May try it as a 1 or 2 of in my MBC legacy deck using Jagged Poppet. Allows me to nuke their hand while moving up the mana curve and removal handy
EDIT: @Aquillion It IS like drawing 7. Just because you can only play one of those cards, you get to play the *best* one of those cards. If that's the 7th card, that was 7 turns away.
This card actually works very well now that I've tried it out. If you happen to "draw" into another Colfenor's Plans, you get 7 more opportunities. Tomorrow is a tourney and I suspect that drawing 2 extra kill spells and a creature is about all I'll need when it lands.
In MBC this means you cast a creature and a kill spell every pair of turns, which is about all you can afford mana-wise anyway. It also means you're likely to draw into your finisher. The fact you cast it when you have a basically empty hand anyway means that it only speeds you up.

"You can't play more than one spell each turn" is the line that kills this card. It would have been great at that point in the game to cast as many spells as possible and then Wispmare to rid yourself of the no longer useful plans. But alas... only one spell per turn turned what could have been a valuable rare into a 50cent rare.

@dhinge: "Turn 3 you play Maralen of the Mornsong, then next turn you grab Colfenor's Plans from your library and toss it out. Next turn grab Sapling of Colfenor, then toss it out or Leaf-Crowned Elder."
I'm not sure if I'm reading the cards wrong, but Maralen Monroe says, "At the beginning of each player's draw step..." and Colfenor's Plans forces you to skip your draw step. This means that you're hoping to exile or already have Sapling of Colfenor / Leaf-Crowned Elder already in your hand when you cast the Plans. It's a good attempt, but it won't work how you're thinking.
