Attacking taps creatures that lack Vigilance, so yes. You draw when this guy swings.
this guy is a card drawing machine in a merfolk deck with all of its creatues' tap abilities. you could even equip him with paradise mantle to ensure an extra card every turn. After you add in the bonus from the likes of lord of atlantis and merrow reejerey, the body is nothing to scoff at either.

This guy plus Drowner of Secrets, Paradise Mantle or even Merrow Reejerey are all fine ways to get him tapped.
