It has come to my attention that now that the Rocket Launcher is destroyed rather than sacraficed that it can be regenerated. This seems to improve the card.

well, if this is combined with any infinite mana combo, or mana flare itd be alright

If you want to use this with an infinite mana combo, go for Goblin Cannon instead. The main drawback of the rocket launcher is that it cannot be used the turn it comes into play. Goblin cannon you can drop and activate many times right away.

As stated above, the launcher is destroyed, but the goblin cannon is a sacrifice, so this could be a drawback in some situations.

Indeed, destroying it is way better than sacrificing it, mainly because that makes the Rocket Launcher reusable with a Darksteel Forge so you can ping your opponent's creatures even before you've gone infinite, in order to buy yourself the time to do so.

I love this card for two reason, the first is that you can make all sorts of silly combos, the second is the art that looks way too much like a Teenage Mutant Ninja Turtle firing a bazooka.

if it would be designed now, it would enter the battlefield tapped and would be sacrificed instead of destroyed.
oh and it would cost {1} instead of {4} :P

Ahh yes, the answer for people not playing black or red who want their own version of Fireball. Slap a Power Artifact on it and you even get a 1:1 mana/damage ratio.

If it didn't have its own weird version of summoning sickness this thing would be almost overpowered... well not in the post-Mythic era of Magic, but certainly back in the day. As it is the wait gives your opponent(s) plenty of time to eye it warily, especially if you play with a lot of mana acceleration. A good destruction target, if nothing else.

Wow! I was going to use that six mana to cast four Lightning Bolts and two Shocks for sixteen damage but now I'm reconsidering.

I don't think this + Training Grounds would work because Training Grounds says, "This effect can't reduce the amount of mana an ability costs to activate to less than one mana."

This feels more like a machine gun. Rocket launcher is one boom done. This is many little shots and then out of ammo.

Oh, it doesn't tap! At first, I assumed the activation cost included tapping and was like, "Why is this card rated above 3? 6 mana for 1 damage? WTF?

But being able to activate it a whole bunch of times means that you can pair it with one of the many, many infinite mana combos for a win con. Not the easiest win con, but it gets the job done. Even without a dumb combo, this can certainly be a game-ender in the right deck.

@kdraphael: Training Grounds would bring the cost down to 1, if Rocket Launcher has been turned into a creature via March of the Machines or something similar. So, it works, but you need other cards and it doesn't make it free.

Rod of Ruin activiates only once per turn, however this is a colorless outlet for an infinite mana combo.

For example, it can be used in a deck that can create such a combo when there are not enough outlets. It can be used it as a plan B for decks that go infinite with Martial Coup, Blue Sun's Zenith, Exsanguinate, Banefire, or Helix Pinnacle.

What the hell? This thing makes Rod of Ruin look good!

EDIT: actually, I totally missed the part where you can activate it multiple times on the turn before it blows up, since it doesn't tap. Still not a good card, but at least it's somewhat viable with lots of mana to spare, assuming you're not playing red.
