By the time I get to 5 mana, I'd rather wait an extra couple turns to hardcast my creature and keep it permanently, and not get card disadvantage.

I'd like this card much more if it just was cheaper, e.g. to cast and to splice. Like this, overall it's just worse than Sneak Attack most of the time...

If you want to reduce the cost, just use Long-Forgotten Gohei.

Unless you want it to die. Homura, anyone?

Played as a red counterpart to Flash, it works well with Protean Hulk...

A ramping deck can cast this on turn 3 to bring Emrakul and ask the opponent to sacrifice more permanents than he has.
And guess what happens to your sacrificed Emrakul and other cards you wasted? They all go back into your library so you can do this all over again.
As a bonus, you automatically counter all mill decks.
Fun, fun, fun.

Seems like the combo with Emrakul in a Modern deck turned this into a pretty good card.
I managed to find a couple of these priced as bulk rares in binders at two different stores even after the market drove them up to $13 cards. Goes to show you that some places sometimes don't keep track very well of what their cards are worth.

Not all mill decks: Extirpate
Now as for the card at hand...
Turn 1: Mountain, Raging Goblin?
Turn 2: Desperate Ritual+Seething Song+This=One free nasty beastie
