Elf replica is better, since its destruction is cheaper, although I suppose in an artifact heavy block, this needed to be expensive.

The artwork is amusing, though. Smile!

Amusing how much more this costs than Elf Replica.

Pretty useful for Wort, Boggart Auntie EDH

Scars of Mirrodin preview card Sylvok Replica combines this and Elf Replica, and has a lower activation cost.

Say what you will about this guy, but who else would fit better in a deck using both Goblin Grenades and Shrapnel Blasts?
Yeah, that's what I thought.

This actually is a pretty decent card when used in the sideboard of of a Pauper format Goblins deck. It's usefulness isn't so much that it can destroy artifacts, but instead because it's a colorless Goblin that you can tutor for with Goblin Matron to fight through Circle of Protection : Red with. As a tutorable beatstick to get around COP : Red with he's not too shabby.

Useful in EDH. Red has a hard time digging up particular artifacts or spells on a whim, but it's got a few options to help tutor up goblins.

Could essentially be very good with a couple Goblin Warchief's in play. Not needing haste to use the ability is also quite useful compared to Goblin Tinkerer.

As people have said, solid choice for goblin tribal EDH. Essentially, he's a Shatter with legs who can can been Krenko'd or tutored. You also won't feel bad about sacrificing him for Kuldotha Rebirth.

It's nice that it is both a goblin and an artifact destroyer. You may not even need to consider Smelt in your Krenko EDH deck then...

Or, you know... you might as well...
