Sorcery. Doh.
I think this could have found some serious use as an instant, maybe even with a lowered or alternated cost of {{2UU}}.
Sorm is always great in limited, but that's not a great bounce card, though...

Expensive but I once got a storm count high enough to return every permanent my opponents controlled in a multiplayer game to their hands. Was worth it for their reaction.

For when you play blue, and your storm count isn't high enough to play Brain Freeze, and it's somewhat more predictable than Mind' Desire. Though, the mana cost should have been one less to better fit between those two cards

Expensive but like any storm spell, has plenty of potential with the right combos. But once again, it is difficult to utilize effectively and consistently because of that egregious cost.

T3 with three islands
High Tide
Cloud of Faeries
Snap (floating 2 mana) (between your islands and your floating mana you can now rewind or counterspell for the rest of the combo)
Cloud of Faeries (floating 4 mana)
Temporal Fissure (Bounce up to 5 permanents, including cloud of faeries (if you want/need more mana) (floating 5 mana) (use your islands)
Cloud of Faeries (floating 7 mana) (if you want)
Tidespout Tyrant (Bounce permanents every turn for the rest of the game)
(up to 5 mana left, depending..)

Have 1 mana left over. Keep remands ready and you'll gain mana if they attempt to counter anything after step 3 or so. It may be a bit of a god-hand.. but if your deck is built around that sort of thing you could combo-out quite quickly. Consider boomerang and such to keep the opponent in a bad position right from the start. Also, Delver

If you don't have all of the cards above, you can easily just high-tide, CoF, and Temporal Fissure (1 mana open) to bounce all (3) of your opponent's lands. If you have something else you'd like to cast, you went first, or you've already bounce a land, you can instead bounce the faeries back to your hand. Keep brain freeze in the deck on the chance you accidentally "go off" for too much mana. Delver + control cards means that you can get by as a control deck instead of a combo deck fairly easily. Sideboard Marrow Shards and Surgical Extraction for mono-blue controlling of other problem decks.
