Hard to call yourself a thief when you always are giving away your stuff.
Anyway, this is part of a long line of exchange rares, like Conjured Currency and Puca's Mischief. Though largely unpopular, as their gatherer ratings might suggest, the people who do like them, adore them with all their heart, so they'll always print a few of them.

Less of a Thief... more of a Used Cat Salesman.

I didn't know Indy was in Theros, but I'll go along with it.

No, it's not a bomb in most competitive play, but these kind of shenanigans are what makes casual tabletop so fun and memorable.

She is a thief because she is basically doing the Indy swap, leaving some junk in place of the treasure. I think she will get along with Master of Waves
Also less about the mechanics and more flavor wise, I think she is a Phenax worshiper or something, purely because of the whole thing about honesty in the flavor text...and Phenax's ability works with inspired after all

Use him to give away Master of the Feast and you get to draw some cards. I feel like this guy is going to be relevant even after this set rotates out. I bet he'd be fun to build a deck around

My prerelease discovery: I can enchant a creature with an aura, then give my opponent control of the aura in exchange for their enchantment creature or other enchantment. The aura doesn't move off of my creature, so my opponent is getting nothing.
Now THAT'S thievery!

Use Orb of Dreams with Amulet of Vigor and the new inspired creatures to cause them to trigger immediately, and anytime you flicker them.
As crappy as she may seem, she wouldnt be too bad in a token deck. Exchanging my dinky 1/1 pigeon token for your rotting hulk is entirely worth it. And with all the blue enchantments that let your creatures scry, you could tap her without having to enter combat and prep for your next draw step.

If it doesn't find use in a general gimmick deck, this one might find use in a Rogue deck somehow.

Blue and Black have any good choices which do not require additional mana:
Arbiter of the Ideal
Daring Thief
Disciple of Deceit
King Macar, the Gold-Cursed
Servant of Tymaret
Siren of the Silent Song
Sphinx's Disciple
Then use Conjurer's Closet to get some bonus uses out of them.
Use Mimic Vat to trigger them on demand.
