Not quite Shapeshifters, we're more talking about Changelings here. And about Djinns and Efreets, of course.

As two-drop this card still has great combo-potential nonetheless, e.g. with cards mentioned by herbomatic. I thougth about Artificial Evolution at first, which would result in a permanent WhiteBlueRed-Extinction against tribal decks in general.

I'm pretty sure that for Shields of Veils Vel to work, you would have to play it before Suleiman's Legacy...

Since the creatures wouldn't be entering play, because they are already in play... but you could still do a lopsided wrath for WhiteWhiteRed on your own turn...

Why would I want to run it with Conspiracy? I'd be unable to play creatures and they'd have no such problems.

I think McThor was thinking about Donate + Conspiracy I feel like Xenograft would work far better as you only are working with 3 colours instead.
Super impractical but it would be hilarious to see in play.

For Those unsure about Xenograft
(603.6b Continuous effects that modify characteristics of a permanent do so the moment the permanent is on the battlefield (and not before then). The permanent is never on the battlefield with its unmodified characteristics. Continuous effects don't apply before the permanent is on the battlefield, however (see rule 603.6e).
