Notice the wording on this card. It triggers regardless of whether you control a creature with a +1/+1 counter (instead of triggering only if you do, which it would if it was worded "When Chronicler of Heroes enters the battlefield, if you control a creature with a +1/+1 counter on it, draw a card."). So you can, for example, use it to evolve a creature then draw a card off the +1/+1 counter on your evolve guy.

I don't know if it's only me, but I am really loving this card in Standard right now. He is really rocking hard in my Selenya Aggro deck. Turn 1: Experiment One, Turn 2: Play something, Turn 3: Play Chronicler of Heroes to draw a card. Even if you failed to evolve Experiment One on Turn 2, you can still draw a card. You must first stack the Chronicler trigger followed by the Evolve trigger on top of it. Evolve resolves first, giving Experiment One a counter, and then the Chronicler trigger resolves checking for counters! Also, if you're running Ajani, Caller of the Pride, which you should be, you can always put an Ajani counter on something and then play Chronicler after that. It seems like I draw a free card off of him well above 50% of the time. I mean, it's like if they made Call of the Conclave one more mana and made it cantrip. What, what? I just can't believe I'm not seeing this guy on any Standard lists. By way of comparison, a 3/3 and draw is oftentimes better than a 4/4 for the same price, such as Loxodon Smiter.
