I actually think that every color could justify this ability. It's a nice, clean effect that does a good thing. :)

Also, spell-counting is not only relevant for storm! Look at some of the counterspells in the game. A small number of cards could be designed around this idea. :)

counterspells that interact with # of spells played and creatures that up spell count could play well with old Storm cards, without actually printing more storm cards. :)

This guy's mana acceleration capability is formidable, as you can use him to generate two extra mana than you otherwise would have to cast a mid- or late-game card earlier in the game. Also, if an opponent's side of the battlefield is open, you can attack with him, then in your postcombat main phase use his special ability to return him to your hand and then cast a higher-cost card with bloodthirst that can benefit from the damage he dealt.

Neat little card that can act as a reusable seething song. Seething song will increase your total mana by 2, same as this. Granted seething makes 5 pure reds, and this only nets 2 extra colorless.

works nicely with your Purphoros, God of the Forge commander. Turns into, "R: deal 2 damage to each opponent." The game tends to end pretty quickly without being answered.

Don't want to go the obvious Storm route? Aluren for infinite colorless. Could make for a nice R/G Hydra deck...

Turn 1: Forest, Sol Ring
Turn 2: Forest, Aluren
Turn 3: Mountain, free Grinning Ignus, infinitely huge scary hydra of your choice, free Hellraiser Goblin for Haste, and then Rancor for Trample. Proceed to beat face.

Sure, it needs 9 cards in 3 turns, but it's fun to dream!
