It's also a fairly efficient body for it's cost. 2/3 for 3 in blue is actually over the curve. And has some nice synergy with Mortus Strider and Leyline Phantom in Limited.

Played 3 of in draft with a bunch of cheap blue creatures and 2 Leyline Phantoms and won on mill relatively easily.

This with two Faerie Impostor's, one in hand and one on the field already, basically just allows you to have a fall back on milling opponents. For example, if you have four lands the turn after the one you play this card, and no other cards to play in hand (either at the moment or its just not the time for them), you simply tap a land, swap the Impostors for each other, repeat, repeat, repeat, effectively milling 8 cards. Thats the best use I can think of for this card, really.
