Its not worse than Silhana Ledgewalker, its different. If you wanted to throw "worse than" around you could say its slightly (and only slightly) worse than Treetop Scout because of reach creatures being able to block it. Since there are things that affect flying/nonflying exclusively its part of the flavor that this doesn't have it.

I just don't like this unkeyworded flying at all. If green really needs this sort of evasion, it should get something that makes more sense. The best idea I've seen was on the MSE forums: "When this creature attacks, it gains flying until end of turn."

That is untrue. Scryb Sprites has flying while Spire Tracer does not. While the sprites have reach over the tracer, the tracer has not being a flier over the sprites, the tracer is also an elf, so she's good for elf tribal.
Anyway, it means you can have your cake and eat it too.

It's similar to Flying Men, except it trade's it's ability to block flying creatures with being immune to Shredding Winds or Plummet. Most other flying 1 drop 1/1s usually have a stupid drawback. Honestly, this card isn't bad, if it had Flying I'm not really sure it would fit in a Green deck in terms of flavour, since green likes to destroy Flying creatures. And if you have shredding winds, it wouldn't even fit mechanically. 3.5/5
