I could say Windborn Muse is better than this, since you pay 1 mana for a 2/# body with flying, but sadly, its not true, as 1 turn, can mean 10 damage wehn playing against a fast deck, with dozen of creatures. I really like this card, to set you opponents back, untill you can play your combo or your big guys :D
5/5 for that complete game freezing ability.

Works exceptionally well against goblin and populate decks.

This card looks like it belongs in "The Deck". The one where the only creature is a Serra Angel, and the rest are spells to hooplah your opponent. I think the current replacement for Serra Angel is Sun Titan.

If I have both a Ghostly Prison and a Peacekeeper in play, does the Ghostly Prison allow an opponent to get around the Peacekeeper ability by paying 2 mana?
Peacekeeper - creatures can't attack
Ghostly Prison -creatures can't attack you unless controller pays (2) for each attacking creature.
See what I mean?

Several of these and Sphere of Safety both on the field? You're opponent will be lucky if they can ever attack,

No, it doesn't negate the effect of any other attack-preventing abilities. Ghostly Prison is worded specifically to avoid such possibilities. It says "...pays {2} for each creature he or she controls that is attacking you." For the Prison's ability to be relevant, creatures have to be able to be declared as attackers. While the Prison allows declaration of attackers pending its condition being met, Peacekeeper outright prevents the declaration of an attacker. Since no creatures can become attackers with Peacekeeper out, Ghostly Prison's ability will never take effect so long as both are on the board.
Edit: Well, rather, it will be in effect, but it will never be relevant (as Peacekeeper will prevent one of its conditions from being met: that of creatures being declared as attackers).

I'm not so sure about the rule for this card. Do the effects of this card stack of you had two or more in your deck. You could really lock down opponents in a dual or a two headed giant game if you had two of these on the field.
Can be brought back with Suntitan? Check Can be combined with Sphere of Safety? Check Can be combined with cards that will make it an Artifact and or Creature so you can use clones on it? Better triple check that. Affects creatures that are pro-white? You bet! Over all, it's a great white control for 3, deserves to be atleast a 3 of in any white deck ;)

Use it with Luminarch Ascension, Oblivion Ring, and Blind Obedience. Add Azor's Elocutors and Privileged Position, as well as Mesa Enchantress. It's fun, and it wins pretty often in large multiplayer games.
