The problem with this guy is that most of the decks (well, other than Ghave) that would benefit from him would also want to be running other mass-boosters like Gaea's Anthem, Wilt-leaf Liege, or Veteran Swordsmith, and most such cards will prevent this guy from working.
He is great with Ghave, though.

Great in a token deck (Ghave), unless that token deck is using Skullclamp. Fortunately there are sacrifice engines enough to take care of that problem
Use Ghave to make a sap. Blow up an enchantment or artifact. Remove the two +1/+1 counters on the sap to make two more. Can even sac the saps you make to the Mycon for mana. Pretty much keeps the board cleared of any pesky enchantments and artifacts. What's better is three of these cards come in the commander deck.

"Congratulations poozers! You sorry girlscouts couldn't attack the broad side of a drunken haystack before and now look! You're Bant's finest stalwart knights against the threat of Dragons and Zombies! Welcome to the Green-White-Blue Lantern Corps."

Oh ok so I have one of these out, as well as a Mirari, and a Doubling Season, and a Storm Herd in my hand? What's that, I have fifteen mana?
Ok have fun staving off 160 5/5 flying Pegasi.

I can't help but feel like that combo could use Angelic Chorus. The Storm Herd copy resolves, drops in 40 5/5s, you gain 200 life, then the next storm herd makes 440 more 5/5s and you gain 2,200 life. So you have 480 5/5 flyers and a rather comfortable life cushion.
Nobody seems to have mentioned Mobilization yet- the captain IS a soldier after all...

I'm surprised no one mentioned this yet. With Ghave, Guru of Spores, Sigil Captain, and Ashnod's Altar, you can go infinite with saprolings. Get a saproling on the field, it gets pumped with two +1/+1 counters. Remove them both with Ghave (need two mana) to make two more saprolings (each with 2 +1/+1 counters). Sac the first saproling with the Altar to get 2 mana, then use that mana to repeat the process with one of the new saprolings. Congrats, you now have the greatest saproling army the world has ever seen (and all at instant speed).

They always wonder why I pair this guy with artifact lands. Then Myr Incubator comes out.

Slightly limited, but it gives you a 3/3 that beefs up otherwise limited tokens for a 4 drop. Great if you want a token deck, but mediocre otherwise.

Ghave, Guru of Spores
Utopia Mycon
Aura Shards
(and doubling season, of course, if you wanted to get even crazier with it)

...Ghave + this is overpowered...
