2/3 doesn't seem very riotous or devilish. Hurloon Minotaur aside, those are Bant stats. Like, Regal Unicorn. That flavor text on this card is just ludicrous.

Why not 3/2? Why would Red have a creature with higher toughness then power, especially when it's a bunch of Devils running around punching people and breaking things?

Filled in a nice spot on my curve in sealed. Actually, given the number of 2/2 creatures in the format, the 2/3 seemed better than a 3/2 in my experience. Flexible mana cost is nice too.

3/2s are better for some of the most aggressive strategies, but 2/3s are more likely to survive a sustained assault. Being able to guarantee a trade is always nice, but having a guy that can take a beating and still swing in the next turn can be it's own advantage.
There are many levels of play in which a 3/2 is almost always better than a 2/3, but that's not the level that most people play at.
As far as flavor is concerned: These guys hit as hard as GRIZZLY BEARS, and are even harder to kill. Given the relatively domestic scale of many of Innistrad's humans, a 2/3 angry hellspawn is pretty appropriately described as a "whirlwind."

I don't know if we're supposed to find it amusing or annoying that the resurrected the "devil" creature type for a sub-par vanilla creature. More on-point, while the extra point of toughness would enable it to kill any of the 2/2's out there in a straight fight, the fact of the matter is it still gets popped to a Brimstone Volley, even without morbid turned on.
For your convenience, I've only listed the ones that would kill a 3/2 in the same situation.

No reason to make such a controversial creature type... No reason to even go there at all. I have a hard enough time to explain to my church why I play a game called "Magic"... now its got creatures called devils....
