Great, i'd waited for this forever. Instant speed sleep effect is great.
Edit: adding cantrip and removing number of creatures tapped would make this card really strong, see:Cryptic Command

I love the motion in this art--the way the eye is drawn first to the Frost Titan, then guided outward to his breath and the frozen victims. I like the way the misty breath blows up some snow that mixes into the frost forming on the unlucky targets. A very well-done piece. I also enjoyed the way its flavor is tied to Frost Titan--it's a cute touch that creates a fun moment when you make the connection.
This is a simple, elegant card with great flavor and great gameplay; I'm happy to see it in the set, and I hope it'll show up again in more core sets down the line.

It is Frost Titan- only it's the alternate art of his DotP promo card. Really cool version of him.

I think people are missing the fact that at instant speed, this shuts down blockers for a couple of turns. Nasty little combat trick that can help immensely to either push through damage or to stabilize by shutting down a couple of huge creatures.

Only a 3.6 avg? I'm honestly very surprised. A few people have said it already, but the real power of this card is that you can catch your opponent pre-combat phase (upkeep, 1st main phase) one turn, and those creatures stay tapped for two whole turns of theirs AND two whole turns of yours, allowing you to get your creatures in and directly damage your opponent much more easily.
Also, running 4 of these will probably mean that, on average, a turn or two after the effect wears off, you'll likely have another one on hand to do it again (possibly even immedaitely afterwards). Creature denial doesn't get any better than this for mono-blue, with a few exceptions (see below).
Combine with the almighty Unsummon (this card can buy you whole turns on it's own if used properly), or even better Vapor Snag (adds injury to insult) for creature stopping power that would make a black and red deck jealous. Go old school and throw in some Propagandas (my all time favorite creatue denial card) and watch your opponent bang the table and pull at their hair in maddened frustration.

Really not that bad at all. Sure, it won't see play in constructed, but it taps critters down for a while at instant speed. That can basically end an attack and leave them very open to a devastating counter attack. Not a bad card, IMHO.

One more mana and you could play Sleep. The thing that makes Frost Breath good is the instant speed. Instead of sleeping your opponent's creatures on your turn, you can Frost Breath at the end of their turn. That opens up your mana on your turn and gives you two turns where their creatures are tapped.
I'd say this is the perfect type of card to be put into a core set. 4/5

Is that Frost Titan? I suppose so, it has his horns, his axe and his ability. What's that collar around his neck, though? It doesn't appear in the Titan's artwork.
Anyway, not terrible, but I'd rather play a Wall of Frost for its cost.
EDIT: I misunderstood this car. Unlike Wall of Frost, which is a defensive card desidned to stop attacking creatures, this is much better to clear out blockers. It works much like a mini-Sleep. Stopping two blockers with 3 mana is really good in blue aggro decks. Damn you blue aggro, always cathcing me off guard.

This is pretty good when you're facing a deck containing a few huge creatures. Green-Agro isn't exactly the best target, but with such monsters like Primordial Hydra and Primeval Titan, you'd rather have them stopped than any piddly-diddly Runeclaw Bear
PS. I know what creature that is in the art.

What really makes this nice is instant speed. Cast it after your opponent's untap step and it's like three turn freezing. Adding cantrip would be nice, but I don't think this one needs it so severly, not all cards need to be overpowered.

The flavor text is wrong. Having this played against you in 2HG doesn't feel any better than otherwise.

You actually want to play this during their upkeep (unless you want/need to counter something.) This means you still get to attack twice, not be attacked twice, and they miss what is essentially two turns with their creatures, even if it's mana-creatures or similar.
Flexibility to do that, end-of-turn, or stop hastey threats all make this amazing.

I can't decide if I like this card or Blinding Beam better. Blinding Beam has more value, but if they only have two creatures or only tap two of them, you might as well play Frost Breath for one mana less.

This card is very good, even without a cantrip. It locks down 2 targets for 2 turns.
In a control deck, that's not really what you want to be doing honestly. It's too much like a fog type of effect, or feeling of dread, to buy turns. That can work I guess in some decks, but it's not ideal.
What you want to do is play this in a creature tempo deck. Just tap down blockers and swing in for lethal over 2 turns to win.

Frost Breath is a really good card, people. Here's why:
On your opponent's turn, before they attack, you cast Frost Breath. The opponent's two best creatures are now tapped, so they can't attack.
On your next turn, those two creatures are still tapped, so they can't block your creatures.
On your opponent's next turn, those two creatures are still tapped, so they can't attack.
On your turn after that, those two creatures are still tapped, so they can't block your creatures.
And on your opponent's next turn, those two creatures FINALLY untap. That is the story of Frost Breath and why it is so good. Sleep is still better, though.
