My girlfriend got one of these and a Shriekhorn in a pack wars game we were playing (my favorite way to open fat packs) and milled me to death. I was in a bit of shock.

Are you only able to add one charge to only one or can you add one charge ounter to many?

Keep yourself alive at 0 or negative life with a Platinum Angel.

Drop an Eternity Vessel. It'll come into play with 0 charge counters no matter how much negative life you have.

Play this card. Put a counter on the Eternity Vessel.

Play Near-Death Experience and drop a land for the Vessel's trigger.

INCREDIBLY CONVOLUTED COMBOS FOR THE WIN

Can't see much other use for this overcosted card.

The mana cost of {3}{U} really hurts this card... I think even as a 0/2 or 0/3 for {1}{U}{U}, he might've been more playable but investing {4} for a mechanic that is just flat-out done better by other cards is subpar...

Tried running this in my standard proliferate/charge-heavy deck, and the reality is that it's just too slow. Not a bad idea, though.
