Pyroblast is a slightly improved copy of this. Only difference is you can cast a Pyroblast at a non-blue target, it just does nothing.

@EternalLurker Pyroblast checks if the permanent/spell is blue or not during resolution. So if you change the color using lace to counter any spells. It is impossible to do that with Red elemental blast since it cannot target non-blue spell/permanent.

Its probably uncommon to keep it out of pauper, where Pyroblast actually does see a lot of play. I really don't care. Pauper doesn't have the greatest counter decks. You're more likely to counter a draw spell. Like Gush.
Actually, Pyroblast is usually better, because like Nighthawk42 said, it can be cast to do nothing. Think storm.

If nothing else, you can also cast Pyroblast on an irrelevant target, just to get it out of your hand, if you're being crushed in a Black Vise or the like.
1. Pyroblast can target Phantasmal Image (copying a non-blue creature) to make it disappear. 2. A blue mage can cancel Pyroblast with Misdirection and changing the target to a non-blue permanents. 3. If you have extra mana in a Storm combo, you can use Pyroblast on any permanent to make your Tendrils of Agony bigger.
There are advantages and disadvantages to either card. I recommend Red Elemental Blast because it's harder to Redirect, unless you play Storm cards or your friends play Phantasmal Image.

I understand why Pyroblast is being called better, but I frankly would prefer Red Elemental Blast over it. I feel that in order for Pyroblast to be better...you have to be doing something that looks almost cheesy.
In other words, I'm glad for the disadvantages Red Elemental Blast has. I think they make sense. I like cards to have disadvantages that make sense, especially when they're already doing something good anyway. :)

When has Red been able to counter stuff? This is infringing upon Green's slice of the color pie.

As an additional cost, discard a card.
Choose one - counter target spell; or destroy target permanent.
That way it acts exactly like using a thoughtlace and red elemental blast. An old technique from alpha.
