An 8/4 for 8 mana is already mediocre. An 8/4 for 8 mana with a negative effect tacked on is just a kick to the face.

Hard to believe this is a rare. Oh well, it's old. The only use I see for this is maybe in a sunburst deck that needs a heavy hitter or a changeling deck. But even then it's really not worth using.

Maybe good in an Exalted deck, maybe good if your playing against Provoke. Or maybe this card sucks. If I was MTG I woulda used the Coward mechanic with this card.

High cost. Bad drawback. Yeah this card makes a great toothpick.
Wizards was way too warry when designing this card back then. Apparently afraid of creating a big white guy for the lategame, they designed this pitious card of chunk. Requires double-white, yet has only half the cost's toughness? Can with 8 mana only be cast in the lategame where such a creature isn't that intimidating anyways, yet has nothing but a huge drawback that prevents the majority of your creatures from attacking? A creature with a cost that high should actually provide the opposite.

Yea, it's terrible. Cool flavor though. Are there any other Legionnaires? I can think of at least one, but Goblin Legionnaire doesn't have the creature type.

Donate him and pacify him. Or, you know, use better cards to finish your opponent for 13 mana.

If this card had Trample, it might make it useful.

Terrible. Why was he in Masters Edition 3? And I hate getting him in Momir Basic games. His only upside is that your opponent doesn't want to kill him, so they'll use up their chump blockers and/or let him through. But probably their 8cmc guys are beating you down at that point, so they aren't worried about that too much.
@ BorosGeneral:
I had a friend who played a deck like that. The only difference was that he would hit the Legionnaire with something like Pacifism or Gaseous Form, rather than donating an additional creature, like the Evil Eye. Bazaar Trader didn't exist at the time, so there was a need to conserve Donates -- he needed another one to give away his win condition, Tolarian Serpent!
Ah, fun times with terrible cards...

Put in an Exalted Deck, you won't be attacking with more then 1 creature anyway.

It's true that this card is so bad that playing it is almost the same as conceeding the game. It really is the pits. However I have been thinking of ways to 'fix ' it.
First and foremost it should have trample, the fact that it does not is laughable. Secondly, it should prevent ANY other creatures from attacking. Thirdly, it should perhaps have shroud or hexproof?

I live not far from there, and I can tell you that plenty of people seem to have legionnaire's

Not good, but interesting.
